 has suggested the following:

My recommendation would be to encourage those that obtain plants from the program to wash all the soil from the
roots of their new plants with a strong stream of water from a garden hose prior to planting them in their garden. 
The soil can then be added to a spot in their garden/lawn where any unwanted weeds that appear can be most easily managed.
